Joseph DiBella oversees PERMA’s Health Insurance Fund practice. He also plays an active consulting role and is engaged in program design, financial evaluation, health and wellness, compliance, and communications.
Prior to joining the company, DiBella led National and Large Account business for Horizon Blue Cross Blue Shield of New Jersey where he managed more than 350 group accounts. DiBella has significant experience in labor negotiations, health and wellness design, underwriting, benefits administration, compliance, communications and data analytics. He was recognized by the Philadelphia Business Journal as one of the region’s top young professionals of 2009.
From 2005 through 2008 Joe DiBella was Mayor of Howell Township, N.J. He has also served as a member of the Board of Directors at Kimball Community Medical Center in Lakewood, N.J. and was honored as their 2006 Humanitarian of the Year. He is active within his community as a little league baseball coach and volunteer.
