Responsibilities
Paul manages J.A. Montgomery Consulting, the affiliate company that serves as safety director for most of the JIFs administered by PERMA.
Shives has over 40 years of experience in local municipal government including as municipal manager of Tom’s River, N.J., one of the largest communities in the state. For over 30 years, he served as a Commissioner and Chairperson on various local and statewide joint insurance fund boards and was the Chairman of the Super Storm Sandy claims committee. Shives also has over 18 years of college teaching experience as an Adjunct Instructor of Political Science.
